Library Card Eligibility

Anyone who lives, works, or owns property in Rochester, Rochester Hills, or Oakland Township is eligible to apply for a resident library card at RHPL. Additionally, students attending Oakland University, Rochester University, Rochester Community Schools, or private K-12 schools within the service area are eligible for membership at RHPL.

RHPL participates in both The Library Network (TLN) and MILibrary which are reciprocal borrowing agreements with other libraries. With the reciprocal borrowing agreements, RHPL resident card holders can set up an account at participating TLN or MILibrary locations. These agreements also allow non-residents who do not work or attend school in RHPL’s service area to open an RHPL account with limited access to RHPL services. Non-residents interested in opening an RHPL account and whose home library participates in TLN or MILibrary should bring their home library card and proper identification to set up their account.
